Troy A. Brown, Ed.D., County Superintendent of Schools

Every student has a story, and as the 27th San Joaquin County Superintendent of Schools, Dr. Troy A. Brown’s mission is to ensure that those stories are heard. Encouraging educators not only to listen to students’ stories but to also play a key role in helping each story evolve from preschool to after high school graduation and beyond is at the heart of Brown’s work, and this vision of his serves as a reminder of the importance of positive relationships and connections in education.

Brown’s career in education began in Tracy Unified School District, where he served as a high school English teacher and basketball and soccer coach at Tracy High School. Working with students both inside and outside of the classroom provided Brown with a new perspective on student needs and the importance of developing positive relationships. His experiences building connections with students became the core of his educational philosophy.

As assistant principal and, eventually, principal at West High School in Tracy, Brown inspired administrators and school personnel through his mission of ensuring that all students saw their worth, felt seen, and knew their potential. His experience as an administrator at West High taught him about the important role of the educator and the positive impact that educators can have in the lives of their students.

In 2017, Brown took on a new role as Tracy Unified’s Director of Student Services and Curriculum. From there, he joined the San Joaquin County Office of Education (SJCOE) in 2018 and served as Associate Superintendent of Student Programs and Services, where he provided leadership to San Joaquin County programs, students, families, and its 14 school districts. These roles provided Brown with the opportunity to reach more students and to support educators and administrators in a whole different way.

On October 21, 2020, Brown was appointed to the office of County Superintendent of Schools by the San Joaquin County Board of Education. He began his term on July 1, 2021. In this capacity, Brown serves as the SJCOE chief executive officer, providing leadership, support, and state-designated fiscal and program oversight for the county's 14 school districts and approximately 152,000 public school students. He also leads the SJCOE’s innovative schools and programs, including the SJCOE’s CodeStack Academy, Discovery ChalleNGe Academy, Come Back Kids program, Greater Valley Conservation Corps, and Teachers College of San Joaquin.

As County Superintendent of Schools, Brown is committed to keeping a strong focus on strengthening career technical education, providing STEM (science, technology, engineering, and mathematics) programs to educate students and train teachers, and making professional development and other resources available to school districts as they accelerate learning and increase social and emotional supports as they recover from the impacts of the pandemic.

Superintendent Brown earned his masters’ degree in educational administration in 2008 and his Doctorate of Education in 2020. He resides in Manteca with his wife Cindy and has four children: Jacob, Nicole, Allie, and Zackary.
