California's Blueprint for a Safer Economy determines when school campuses may reopen.
As of Sept. 25, San Joaquin County was in the Widespread (purple) tier. Schools in the Widespread (purple) tier aren’t permitted to reopen for in-person instruction unless they receive a waiver from their local health department for TK-6 grades. Schools can reopen for in-person instruction once their county has been in the Substantial (red) tier for at least two weeks.
On Aug. 28, 2020, San Joaquin County Public Health Services released information about the process to apply for a waiver to allow in-person instruction that included a letter and Application Cover Form. Since then districts and schools, including private and charter schools, have submitted waivers to begin in-person instruction.
