A surrogate parent must be appointed by a school district to represent a student, whenever the student does not have parental representation and has been referred for, or is currently being served in, special education. The surrogate parent works together with the special education team to help determine appropriate educational services and supports for the student. This training will educate interested parties in the special education process and provide needed information to become surrogate parents for students served by school districts within San Joaquin County.
