The English Language Proficiency Assessments for California – ELPAC – is the successor to the California English Language Development Test – CELDT. The ELPAC is aligned with the California English Language Development Standards and used to identify students as English learners and measure their annual progress. Examiners must be trained annually to administer the exams as per State Regulations. ELPAC consists of the Summative Assessment (SA) and Initial Assessment (IA).
