The San Joaquin County Office of Education has periodic openings for substitute teachers. We are aware of the importance of substitute teachers and the role they play in providing high quality service to the educational programs conducted by our office. We offer positions in our Alternative Education, Special Education, and Venture Academy Classrooms.
Our Alternative Education program consists of Court and Community Schools, Charter Schools, and Regional Occupation Center and Programs, and follows the philosophy of "one." "Each individual is important, but it is when individuals join together and work as 'one' that miracles can occur."
Our Special Education program serves students with disabilities not otherwise served in the school districts that make up the San Joaquin SELPA. This program primarily serves students with severe disabling conditions, students diagnosed with autism, visual impairment and hearing impairment.
Venture Academy is chartered by the San Joaquin County Board of Education and is one of the largest charter schools in San Joaquin County. The school serves K-12 students and offers programs featuring flexible schedules and focus sites that develop students' academic progress and imagination
Substitute Requirements
In order to substitute for SJCOE you must have a valid teaching credential, valid substitute teaching permit, or be eligible to qualify for one of the following emergency substitute teaching permits.
The requirements for the Emergency 30-Day Substitute Teaching Permit are as follows:
- • A BA/BS degree or higher from a regionally accredited college or university (verified by official transcript).
- • Completion of the basic skills requirement (see California Commission on Teaching Credentialing (CTC) leaflet CL-667 www.ctc.ca.gov).
- • Completion of the appropriate CTC application form 41-4.
- • Completion of the LiveScan fingerprinting process for CTC, total fee is $64.00 if fingerprinted at SJCOE ($32.00 DOJ/$17.00 FBI/$15.00 processing fee).
- • Payment of the required fees, currently $102.50 (fees are established by the CTC). This permit is processed as an online recommendation by SJCOE.
The requirements for the Emergency 30-Day Substitute Teaching Permit with a CBEST Waiver are as follows:
- • A BA/BS degree or higher from a regionally accredited college or university (verified by official transcript).
- • Completion of the appropriate CTC application form WV1SUB.
- • Valid Certificate of Clearance applied for directly with CTC at www.ctc.ca.gov. The fee is $52.50.
- • Completion of the LiveScan fingerprinting process for CTC. Total fee is $64.00 if fingerprinted at SJCOE ($32.00 DOJ/$17.00 FBI/$15.00 processing fee).
- • Payment of the required fees, currently $100.00 (fees are established by the CTC).
NOTE: The Emergency 30-Day Substitute Teaching Permit with a CBEST Waiver is employer driven. An applicant cannot apply for this type of document on their own. The only way to satisfy the basic skills requirement for renewal of this document is to take the CBEST (www.cbest.nesinc.com).
The requirements for the Emergency Substitute Teaching Permit for Prospective Teachers are as follows:
- • Completion of a minimum of ninety (90) semester units of course work from a regionally accredited four-year California college or university (verified by official transcript).
- • Verification of current enrollment in a regionally accredited four-year California college or university (verified by official transcript or official letter from the college or university registrar).
- • Completion of the basic skills requirement (see CTC leaflet CL-667 www.ctc.ca.gov).
- • Completion of the appropriate CTC application Form 41-4.
- • Completion of the LiveScan fingerprinting process for CTC, total fee is $64.00 if fingerprinted at SJCOE ($32.00 DOJ/$17.00 FBI/$15.00 processing fee).
- • Payment of the required fees, currently $100.00 (fees are established by the CTC).

SJCOE substitute teachers are paid as follows:
- • Daily Rate: $220 per day
- • Dedicated Substitute Rate: $235 per day
- • Long-Term Substitute Rate $250 per day
- • Teacher of Record Rate: $250 per day
- • TPSL Teacher Rate: $250
